Rob Sheppard

Rob Sheppard
Interim Executive Director

Rob is a Quincy resident who has taught ESOL for 7 years, both in Boston and abroad in Korea and Taiwan. He holds a bachelor’s degree in English from nearby Stonehill College and is completing a master’s degree in TESOL with a focus in curriculum development. At QARI, Rob oversees our two ESOL programs.

Peter Tam

Peter Tam
Senior Director of Youth and Families

A Quincy native, Peter started with QARI as a part-time AmeriCorps in 2007 while studying at Quincy College. As the Youth Program Director, he oversees the QARI Youth ServiceCorps, mentoring and tutoring programs. Additionally, Peter supervises and coordinates all volunteers, including AmeriCorps. He is fluent in Cantonese and English.

Ophelia Liu

Ophelia Liu
Director of Finance and Administration

Ophelia oversees QARI’s administration, finance, accounting, budgeting, and coordinates organizational audits. She has implemented a new accounting system, strengthened grants, and project cost controls, and assisted with all of QARI’s audits. She has served at Quincy Public Schools since 2012. Prior to joining QARI in 2013, she had over 10 years’ experience leading finance and admin functions for listed companies in Asia. Ophelia holds a master’s degree in professional accounting, a bachelor’s degree in Business, an associate’s degree in Paralegal Studies, and is certified as an ISO-9000 lead auditor.

Qi Qin

Qi Qin
Director of Outreach

Qi was born and raised in Guangzhou, China. She earned dual Masters degrees at Northeastern University, first in international relations in 2013, then in nonprofit management in 2016. She joined QARI as development intern in 2013 and then as interim outreach specialist in 2015. In her new role as Outreach Director, she oversees QARI’s community service desk, information and referral services, and translation program. She also coordinates community classes including Survival English classes and Chinese painting class. She is fluent in Cantonese, Mandarin, and English.

Mark Russell

Mark Russell
Associate Director of Adult Education

Mark joined the staff at QARI in 2010 as an ESOL instructor, after 25+ years in training and staff development with the Commonwealth of Massachusetts, studying the craft of violin making at the North Bennet Street School, and apprenticing in piano restoration. Since joining QARI he has worn many hats: assessment coordinator, mentor, program director, and project coordinator. Mark’s greatest joy is watching new students as they progress from very little English to expressing themselves fully and integrating into the community.

Victoria Chou

Victoria Chou
Assistant Director of Adult Education

Victoria was born and raised in Beijing, China. She received her Master’s Degree in Social Work from Florida State University in 2014. She currently resides in Quincy. At QARI, she provides information, assistance and advising counseling to engage ESOL students in educational planning consistent with their personal strengths and career goals. She coordinates and teaches the Workplace Education and Mandarin Programs. She is fluent in Mandarin and English.

Michelle Zhang

Michelle Zhang
Assistant Youth Program Director

A first-generation Chinese immigrant woman who immigrated to the United States when she was 10. Ever since her immigration she have been living in Quincy with her family. Michelle graduated from Boston University with a Master’s in Public Health degree. At QARI, Michelle is working to assist the Senior Director of Youth and Families in Youth Program development and supervision. She is fluent in Mandarin and English.

Joey Nguyen

Joey Nguyen
AmeriCorps MPF Youth ServiceCorps Coordinator

Joey is a second generation Vietnamese-Chinese American, who graduated from UMass Boston.  Born and raised in Boston, he and his family live in Quincy now.  He hopes to bring both his knowledge and skills to his role as the Youth ServiceCorps Coordinator, where he hopes to help develop the community as well as these young leaders, through service.

Ying Ge Wang

Ying Ge Wang
AmeriCorps MPF U&I Mentoring Coordinator

Ying Ge immigrated to the United States when she was 15. She started as a sophomore at Quincy High School and graduated from Clark University with a bachelor’s degree in Biochemistry and Molecular Biology in Pre-med track in 2016. She is passionate about science and humanity. During her gap year before pursuing medical degree, she decided to give back to her beloved community by joining QARI through AmeriCorps Massachusetts Promise Fellowship. She is fluent in Fuzhounese, Mandarin, and English.

Sydney Shilleito

Sydney Shillieto
Salesforce Administrator

Sydney joined our staff as an AmeriCorps*VISTA in 2013 to build up QARI’s communications and install a CRM system. In 2015 she finished her VISTA service and now works with QARI as their Salesforce Administrator to help maintain and continue to grow QARI’s communication and record keeping systems.
