Quincy Asian Resources, Inc. (‘QARI’ pronounced as quarry), founded in 2001 in Quincy, MA, is a nonprofit social services organization which provides a broad range of services to the Asian and immigrant community in Quincy, Randolph, the Merrimack Valley, Lowell, Boston, and New York City. QARI’s services and programs include family and community outreach, adult education, youth development, and Workforce Enterprise.

In January 2018, QARI launched its Workforce Enterprise initiative which partners with organizations that want to expand their impact and services in the growing Asian and immigrant community. These strategic partnerships, where QARI provides workforce and solutions to the higher education, healthcare, municipality, and service industries, also create meaningful career opportunities for the immigrant community. Most of the Workforce Enterprise services and programs are provided at QARI’s strategic partners sites.

As a member of OARI’s Family & Community Services (F&CS) team, Community Outreach Specialist is responsible for providing immigrant clients information and referral services to help them solve problems and identify pathways to grow and eventually become self-sufficient. We are looking for a qualified candidate that has passion and experience in supporting the immigrant community. This will also include client recruitment to QARI services and programs to various QARI centers and partner sites in the Greater Boston area.

The Professional Services Manager has full accountability and responsibility for directing, managing and project leading QARI’s Family & Community (F&CS) strategic partnership programs in healthcare, higher education, workforce development, and municipalities. This includes acting as the single point of contact for QARI’s strategic partners to hire, build and manage teams and direct reports that provide outreach, recruiting, program execution, navigation support and trusted advisory services to our local community clients.

This is a strategic leadership position that will help cultivate and develop strong relationships with our partners and internal staff and participate in developing F&CS strategy. As requested, this role may also assume individual accountability for servicing an assigned partnership program.

Specific Responsibilities Include

  • Direct, manage and project leads all F&CS programs to ensure seamless delivery of execution of strategic agreements and stated goals

  • Act as the first point of contact to provide support for partners’ needs in connecting clients in different communities to have access to our strategic partners’ resources

  • Work in collaboration with the community and partners, QARI’s core team, consultants, and QARI supporters for delivery of solutions including ELL student recruitment, health care navigation support, college access pathways for underserved communities, employment opportunities, and other

  • Ensure ongoing communication with key stakeholders on recruiting numbers, findings, strategic changes, and solutions for alternative ways to meet goals

  • Meet regularly with program partners to ensure ongoing communication, solicit feedback and ensure a high level of service satisfaction

  • Identify and help to implements assists QARI’s core team and strategic partners in participation and development of new services needs and opportunities

  • Responsible to provide business unit visibility, and key reporting metrics to partners and QARI management

  • Provide top tier support to our clients with a strong focus on integrated customer service

  • Leverage matrix approach to sharing of resources in support of business needs and across organizations where needed

  • Manage all assigned direct reports with accountability for staffing resources, hiring, performance management, training and development goal attainment

  • Provide ongoing staff coaching and mentoring and conduct periodic evaluations of direct staff in support of partnership value and project objectives


  • Bachelor’s degree, or equivalent, along with 6-8 years of program and/or project management related work experienced preferable managing and directing programs with a diverse staff of specialists that must adhere to client goals

  • 5 years of direct management / leadership experience. Consideration will be given to candidates with experience in both the corporate and non-profit sectors

  • Experience working in a social services agency and/or healthcare setting highly preferred

  • Experience building strong community relationships with businesses, funders and sponsors

  • Strong leadership and conflict resolution skills

  • Knowledge in healthcare navigation, workforce development and/or higher education is a bonus

  • Working knowledge of Google Apps (Gmail, calendar, Google Drive). Experience using project management tools a plus

  • Demonstrated sensitivity to and understanding of the diverse socioeconomic, cultural, and ethnic backgrounds of the community served

  • Must be fluent in Chinese (Cantonese and Mandarin) and English

  • Must have valid driver’s license and can drive to partners’ sites
